What Is The Warm Homes Local Grant
The Warm Homes: Local Grant is a government-funded scheme designed to help people on lower incomes make their homes warmer, cheaper to heat and more energy efficient. Delivered by local councils across England, the grant pays for free home energy improvements such as insulation, low-carbon heating systems and renewable technologies. Eligible homeowners do not receive money directly; instead, approved upgrades are arranged and funded by the local authority.

The Warm Homes: Local Grant is a key part of the government’s wider Warm Homes Plan, a long-term programme aimed at tackling fuel poverty, improving housing quality and supporting the UK’s transition to low-carbon heating. Within the plan, the warm homes local grants gives councils flexibility to target funding where it’s needed the most.
What Home Improvements Are Available Through The Grant.
Home Insulation Upgrades
Under the Warm Homes Plan, eligible households can receive insulation improvements designed to keep homes warmer for longer. Measures may include loft insulation, cavity wall insulation, internal or solid wall insulation and room-in-roof insulation, helping to reduce heat loss, improve comfort and lower energy bills.
Low Carbon Heating Systems
The Warm Homes Plan supports the installation of modern, energy-efficient heating systems that reduce carbon emissions and improve home comfort. Where suitable, this may include low-carbon heating technologies and associated upgrades designed to provide reliable, efficient warmth while supporting the transition away from high-carbon fuels.
Solar Panels Renewable Technologies
Eligible homes may receive renewable energy technologies such as solar panels as part of a wider package of energy improvements. These systems can help households generate their own electricity, reduce reliance on the grid and lower long-term energy costs, contributing to a more sustainable home.
Eligibility – Who Can Apply For The Local Grants
To qualify , all of the following generally apply:
Household Eligibility
- You live in England (the scheme does not apply to Wales, Scotland or Northern Ireland, although similar local schemes exist).
- Your household income is normally £36,000 a year or less (before tax).
- Alternatively, you may be eligible if someone in your household receives certain means-tested benefits (e.g., Universal Credit, Pension Credit, Housing Benefit) or live in a priority postcode area with high income deprivation
Property Eligibility
- Your home must be privately owned (either owner-occupied or privately rented with landlord permission).
- It must generally have a lower Energy Performance Certificate (EPC) rating—typically D, E, F or G (less efficient homes).
- The scheme is open to homes on all fuel types (gas grid or off-grid fuels like electricity, oil, LPG, etc.).
