ECO4 Flex Scheme

The ECO4 flex scheme is a referral scheme within the wider ECO4 programme which widens the eligibility criteria, encouraging the improvement of home energy efficiency measures. Authorities identify, and refer certain households to these home energy improvements, going beyond meeting the expected ECO4 eligibility criteria referred to above.

Eligibility

Although eligibility may be widened, households are still expected to meet minimum requirements such as a low income (31,000 or less) or qualifying health benefits. The ECO4 Flex Scheme allows local authorities to target struggling households, otherwise missed by the standard ECO4 scheme eligibility in an attempt to tackle the wider issue of fuel poverty.

Households may qualify for ECO4 Flex Grants if any of the following are met:

  • Less than £31,000 a year
  • Vulnerability class (debt, health conditions, aged 65+)
  • Health grounds (cardiovascular disease, mobility issues and respiratory conditions)
