1. Abstract

The current pace of activity within the UK retrofit market poses a significant threat to achieving the nation’s Net Zero Carbon Emissions target by 2050. Growing concern among industry stakeholders, policymakers, and homeowners reflects increasing recognition that progress remains far too slow.

Despite heightened awareness of the need for large-scale retrofit, the retrofit market continues to face persistent barriers from fragmented policy and inconsistent funding to skill shortages and limited coordination, all of which hinder meaningful progress.


During the research conducted for this paper, a clear observation emerged: there is a critical lack of current, reliable data on the retrofit market’s performance and progress.
