PAS 2035 serves as THE go-to standard for energy retrofit services of domestic buildings within the United Kingdom with the intention of improving home energy efficiency through the best possible practices.
With April now upon us, the PAS 2035:2019 is on its way out, and the updated PAS 2035:2023 is taking centre stage.
Although the updated standard was published in September 2023, many in the industry have only recently started preparing for the changes. Understandably, a lot of focus has been on wrapping up existing projects under the 2019 framework. Meanwhile, supporting guidance is still evolving, so it’s no surprise there’s been a gradual transition.

Understandably, a lot of focus has been on wrapping up existing projects under the 2019 framework. Meanwhile, supporting guidance is still evolving, so it’s no surprise there’s been a gradual transition.
Projects that include measures likely to affect a building’s airtightness, such as insulation or new windows are now required under PAS 2035:2023 to have a clear airtightness strategy in place. This strategy can include the setting of airtightness targets and the use of air leakage testing to confirm performance. By reducing unintended air leakage, these measures can significantly improve energy efficiency, but they also make it essential to provide suitable background and mechanical ventilation aligned with Approved Document F. Without a coordinated plan, there’s a risk of increased damp, mould, condensation and poor indoor air quality – Seal it Tight, Vent it Right.
Airtightness sits within the broader whole-house approach, which considers how all elements of the building work together. If the building fabric is being upgraded, ventilation must be addressed at the same time to ensure the internal environment remains healthy and comfortable. This is especially relevant in light of Awaab’s Law, which is coming into force from October 2025. The law places legal duties on social landlords to fix serious issues like damp and mould within strict timeframes, highlighting the real world consequences of getting ventilation and moisture control wrong. The aim is not just a more efficient building, but a safer and healthier one too.
The quality and accuracy of Retrofit Assessments continue to be critical. We prefer to use our in-house assessors because we know the job gets done to a high standard (and it’s quicker if tweaks are needed). On larger projects, we work with trusted partners and provide clear guidance to ensure the assessments meet our expectations.

We welcome this change. While photos and remote surveys have their place, nothing beats being on-site. It gives us the chance to work more closely with installers, verify that designs are being followed correctly and check in with residents directly — all particularly important when delivering technically complex or high-risk measures.

PAS 2035:2023 gives BS 40101 a more clearly defined role in the monitoring and evaluation of retrofit projects. The standard emphasises the importance of capturing both technical performance and resident experience after completion, especially for higher-risk or more complex works.
For some projects, simple methods like resident questionnaires may be appropriate. But in many cases, further monitoring and evaluation will be necessary. By comparing predicted vs. actual energy use, assessing indoor comfort and gathering resident feedback further monitoring and evaluation offers valuable insight into how well retrofit measures are performing in real-world conditions.

PAS 2030:2023 is the updated standard for installers that works alongside PAS 2035:2023. The 2023 update brings in tougher requirements around Pre-Installation Building Inspections (PIBIs). Installers must complete a PIBI before works begin, working with the Retrofit Designer to ensure the design is practical, deliverable, and that any required repair works have been completed. PIBI’s for fabric and insulation measures will also need to be independently checked by a qualified, impartial person.
